While developing and testing my own implementation, I noticed some inforequest packets coming through, such as:

Is it just a legacy packet?

Yes, that's just a legacy packet that is no longer supported. The original intent was so a MUD could locate and use a faster server on the network but in practice it never actually did anything useful. Only the older Diku based clients are going to be broadcasting those - in vain.
