~FTUsage:~RS muzzle <user id> [<muzzle period> [seconds / minutes / hours / days]]

Muzzling a user is a mild punishment that prevents the user doing the following
actions: say, emote, tell, pemote, ntell, nemote, shout, board write, mail send.
You can either muzzle the user for a given time period or if no time period is
given they are muzzled indefinately.

eg: muzzle 0622 10 minutes
