Usage: ^gSAYTO <name> <message>^n

This command is used to direct a say towards a specific person.
The whole room can still read the message but it is prefixed by
the targets name or description.

For Example:
^c< 10P 10M > sayto sean Do you ever leave dantes?^n
People in the room would see:
^cEnka says to Sean, in English, "Do you ever leave dantes?"^n
