  First of all, the danger exists of creating two distinct societies within
your game - hunters and everyone else. People tend to group mostly with
people who have similar interests, and violent people tend to find each
other faster. Even odds on whether the hunters die out completely, or
overwhelm the other players by sheer numbers.

  Second, and harder to head off, is what happens in a consensual PK system
when the hunters get bored. There are LOTS of ways to mess up another player's
day without killing them (directly) or stealing from them. Once the hunters
have had their fill of wiping each other out, it's going to get boring and
they will look for another outlet.

  How does an explorer or socializer deal with these indirect attacks?
You can't kill them, or if you can, you have to register your intention to
be able to PK...and the people with all the experience will wipe up the
walls with you. Help from the administration is usually a dicey proposition.
Any wizard who would care usually doesn't have the authority to do anything
about it, and the ones that do tend to hide from the players as much as they
can.

  There is no one-size-fits-all solution to this...every population has their
quirks and needs to be handled individually. A lot depends on the type of
guests you attract.
