Hmmm. depends on how friendly you want it to be: ;) ;) ;)

Execute instruction and update program counter
Label
If...goto
Arithmetic and some sort of comparison operators
Variables are sort of nice, although you can work without them
Push/pop program counter if you want gosub (can also be used for
computed goto if stack is accesible for arithmetic)
