I don't limit either the range or the use of teleports or gates, or
whatever you want to call it.  I merely make it epxensive with the
expence being an exponential function of distance.  Its not *too*
expensive to teleport next door.  It is extremely expensive to
teleport to the other side of the world (and will leave the side you
left in effective penury, damned by total resource consumption) for a
long time).

Of note however is that I have two forms of teleports.  

One (the cheaper but more dangerous and complex), merely transports
the targeted body to the new location and nothing else.  Voom-&gt;Pop!

The other establishes a semi-stable once-way linkage between two
locations of a definite size (you can do two-way by making the same
link of the same size in the reverse direction).  Essentially it is a
one-way doorway.  Link direction can either be to or from the caster's
location.  This latter form is far more expensive than the target-only
form, establishes an almost permanent link (it collapses when local
resources summed across both ends fail to sustain the feeding
requirements of the link), but is very unlikely to directly hurt or
endanger the caster.

In summary, it is cheap but dangerous to move just yourself or
something else, OR it is expensive but safe to create a doorway to
then move many things across.
